What It Is: A Facebook group with a mission to "get Congress to pass a new bill, and increase closed or open captioning on the Internet." The bill is the 21st Century Communications & Video Accessibility Act of 2009, and the group hopes to gain enough members, and enough people contacting their Congressperson, to get it the attention it needs to become law.
Who's In Charge: Jamie Berke, About.com guide to Deafness, is a leader of the grassroots movement in favor of the bill. As she writes on her blog, "A similar bill (21st Century Communications And Video Accessibility Act For People With Disabilities) failed last year. This year, with internet video growing by leaps and bounds, the deaf and hard of hearing community and its hearing friends are making a real effort to push this one through."
Why It's Worth Checking Out: Captioning of Internet video is essential to including children and adults with hearing impairments in all the Web has to offer. Captioning is also useful for kids with learning problems who can't quickly process what they hear, or need practice with reading. The Facebook group offers information about the bill and suggestions on how to support it.
