Note-taking in class is a skill that students are expected to just have, and lack of good notes is often attributed to laziness or lack of attention. For kids with executive-function problems, though, transferring what's heard into writing, or copying off the board while still listening, can be impossible tasks. Those students will need accommodations in an IEP or 504 plan to make sure their inability to take notes doesn't create an inability to succeed. Find some helpful suggestions in "Strategies to Help a Child Who Has Trouble Taking Notes in Class," an excerpt from the book Late, Lost, and Unprepared.
